Brown University’s Watson Institute for International Studies was commissioned by the governments of Sweden, Germany, and Switzerland to write a report proposing improvements to U.N. procedures for adding and removing names on a sanctions list related to terrorism. The report was the foundation of Swiss Ambassador Peter Maurer’s May 30 presentation to the U.N.’s Security Council.
